Government actions that remove or weaken existing civil liberties protections — rescinding consent decrees, expanding warrantless surveillance, restricting due process for specific populations, or using executive authority to override court-ordered civil rights protections. Routine civil rights enforcement, advisory committees, and routine immigration administration and processing volume changes are NOT erosion signals.
